Sectional Title and HOA Management

Le Frezelle’s principal business is the professional management of sectional title schemes and homeowners’ associations throughout South Africa. Drawing on more than five decades of operational experience, established management systems, and appropriately trained personnel, Le Frezelle provides a comprehensive and transparent service offering tailored to each scheme’s needs. The overarching objective is to protect and enhance property values, promote orderly and harmonious community living, and ensure proper legal and financial compliance at all times.

Le Frezelle is duly registered and/or affiliated with the Property Practitioners Regulatory Authority (PPRA), the National Association of Managing Agents (NAMA), and the Council for Debt Collectors, and conducts its operations in accordance with applicable professional and ethical standards.

Understanding Sectional Title Schemes

A sectional title scheme typically comprises individually owned sections (for example, apartments, flats, or townhouses) together with shared ownership in the common property (including, by way of example, gardens, driveways, parking areas, and recreational facilities). The administration of shared assets and communal obligations requires coordinated governance, disciplined financial oversight, and compliance with the applicable legislative framework, including the Sectional Titles Schemes Management Act and the Community Schemes Ombud Service (CSOS) Act.

Le Frezelle’s sectional title management service is structured to support the day-to-day administration, long-term sustainability, and financial integrity of a scheme, enabling trustees and owners to focus on community governance while operational execution is managed professionally.

Appropriate sectional title management is fundamental to safeguarding the scheme’s governance, financial stability, physical condition, and the rights and interests of owners. Le Frezelle’s service offering is structured to provide consistent professional administration, sound financial control, and ongoing compliance support across the life of the scheme.

Each scheme is allocated a dedicated sectional title portfolio manager as the primary point of contact. The portfolio manager is supported by an administrative function, credit control capacity, and accounting support to ensure continuity and proper oversight across all operational areas. Personnel receive ongoing training in community scheme management to ensure current knowledge and alignment with evolving requirements.

Financial governance is a central component of the service, including:

Monthly management reporting (including income statements, levy rolls, variance reporting, and credit control summaries).
Annual budgeting support, preparation of audit files, and performance-to-budget reviews.
Levy roll packs issued on the first working day of each month, with income statements provided by the 15th.
Multiple payment channels (including debit order, EFT, and branch deposit options).
Online access to levy balances and scheme financial reports through the Property Portal.

Le Frezelle administers the billing and collections lifecycle, including:

Monthly levy statement distribution by email or post.
Collection of levies and utilities via debit order and electronic banking.
Interest billing on arrears and liaison with attorneys where escalation is warranted.
Debt collection performed in accordance with the Debt Collectors Act, enabling regulated recovery fees to be allocated to defaulting owners where applicable.
Facilitation of levy clearance certificates and coordination of meter readings.

Where lawful and appropriate, registration as a debt collector also enables additional remedial steps against persistent defaulters to protect the scheme’s cash flow and stability.
